As Head of Information Management, you will be responsible to the Deputy CIO for the overall management of the use of all types of information, structured and unstructured, whether produced internally or externally, to support decision-making, business processes and HS2’s Building Information Modelling Strategy.
Principal Accountabilities

• Information Management:

o Optimise the value of information by a commitment to structure, secure and improve the accuracy and integrity of information assets;
o Maintain and communicate the organisation’s strategy for managing information, and the policies, standards, procedures and methods necessary to implement the strategy;
o Based on an understanding of the information, both internal and external, that can be mined from business systems and elsewhere, takes responsibility for planning effective information storage, sharing and publishing within the organisation;
o Ensures that the business processes and information required to support the organisation are accurately modelled and devises appropriate standards, processes and data architectures;
o Carries out assignments, often leading a team, into the analysis of issues requiring a comprehensive and detailed knowledge of the organisation’s processes and supporting information requirements;
o Maintains detailed awareness of, and takes fully into account as necessary, any relevant statutory, internal, or external regulations, standards, and codes of good practice such as those relating to security, quality, data protection, audit etc. Capable of contributing to the definition of such regulations standards and codes;
o Reviews new business proposals and provides specialist advice on information management, including advice on and promotion of collaborative working and assessment and management of information-related risk;
o Ensures that uniformly recognised and accepted data definitions are developed and applied throughout the organisation; ensures that the data dictionary (or the repository for holding such information) is effectively controlled;
o Drafts and maintains the policy, standards and procedures for compliance with organisational policies and procedures, overall information management strategy, and relevant legislation;
o Creates and maintains an inventory of information assets, which are subject to relevant legislation.

• Information Assurance:

o The leadership and oversight of information assurance, setting high level strategy and policy, to ensure stakeholder confidence that risk to the integrity of information in storage and transit is managed pragmatically, appropriately and in a cost effective manner in support of business and IT strategy;
o Supported by specialist IT security staff, interprets security and assurance policies and contributes to development of standards and guidelines that comply with these, to enable effective assessment of risks to information availability, integrity, authentication, and confidentiality throughout the network of partner and supply chain organisations;
o Reviews compliance to information security policies and standards, configuration assessment, adherence to legal and regulatory requirements, and recommends appropriate action;
o Advises information and network users on Information assurance architecture and strategies to manage identified risk and promotes awareness of policies and procedures.

• Provide management and direction to business analysts and IT Security direct reports;
• Takes responsibility for own health and safety;
• Ensures that own continuous professional development is on-going and own professional knowledge is up to date.


Required Criteria


Essential skills

• A relevant technical degree is desirable or equivalent in the IT or related Business Management fields or equivalent track record;
• Demonstrable knowledge of all aspects of the software development lifecycle;
• Proven ability to convey a level of confidence and professionalism, positively influencing and persuading others to take a specific course of action when there is no direct line of command or control;
• Proficiency with tools and techniques which can be used to document an understanding of the structure, relationships and use of information within an organisation;
• Proven ability to deliver business process improvement;
• Proven track record of the application of information management assurance standards and practice.

Desirable skills

• A post-graduate qualification is desirable (e.g. MBA, MSc) as is membership of a relevant professional body at Member level (e.g. MBCS);
• Proven experience of delivering information solutions as part of a Building Information Modelling programme;
• Proven ability to provide authoritative advice and guidance on information assurance architecture and strategies to manage identified risk in the context of the major legislation relevant to security of information;
• Some travel may be required. A driving licence is desirable;
• Applicants will be required to undertake UK Government Security Clearance if not already held.
